Hi All,
I sold an item on Jul-30th (worth US$21.50), today I get an e-mail from PayPal saying that "During a recent review of our system, we determined that you received funds from an account with reports of fraudulent bank account use."
Now I have already shipped the item the very next day itself, called PayPal twice today, the CSR's first of all have no knowledge of their own policies, but were giving out stupid comparison examples. I actually had to walk them through policies. When you ask for a supervisor, they'll put you on hold for 30 mins and never return. They have no explanation for the reversal, finally the 2nd CSR came up with the Seller Protection Policy (I am a verified premier member).
The buyer is verified and has a confirmed address though with 0 feedback (that's not an issue for me). The question here is that it is not my problem, if PayPal determines that they had received unauthorized funds and then reverse the transaction after 4 days, after I have already shipped out the items. I have already contacted the buyer through e-mail, but he is unresponsive. I have already made a loss for those items shipped out, including shipping (since I had offered free shipping) , eBay listing fees, final value fee and my valuable precious time. Why has the seller take the losses all the time, when it is PayPal's fault???
What do you guys think about this? Anybody gone through this hassle. I am seriously considering if I should use PayPal anymore and probably take serious action.

Its the way the financial payments world works right now -- if you're uncomfortable with taking your chances, you can actually find third-party insurance carriers to cover you for a small charge -- and then THEY'LL take the hit. Somebody has to, and its not the "bank" companies.

Anyways just so that you all are aware and you guys can block this buyer (so that you don't have to go through all this), I called him up today but he/she has a wrong number and all the account info is wrong when he/she got registered with eBay. The username is "jeeta12".
Do you think eBay is going to take any actions? Should I leave a -ve FB, but he/she might leave -ve in retaliation as well?

Be careful, I think posting someone's User ID here can get you a Pink Slap and the post pulled. I haven't seen a Pink here in about 2 weeks so it's probably not an issue but someone could report you.
Cheers,
Ernie.

E-mailed PayPal with the long story and here's the reply I get:
Dear xxxxxx,
We appreciate your patience and understanding regarding this matter, and wish you continued success on PayPal.
If you have an issue of immediate concern and need to contact PayPal by phone, please call our Customer Service agents at 402-935-2050.
For future reference, this information is also located in the Help Center, and is easily accessible by following these steps:
Sincerely,
xxxxx
PayPal Resolution Services
PayPal, an eBay Company
He did not even answer my concerns correctly.
Eventually tried my luck one last time to call them, this time got through a good rep, she agreed with me that, yes, indeed whatever happened was not right with me, but she does not have the authority to credit the account.
Asked for the supervisor, and she agreed as well...(hmmm...wats happening here, did I call the right place 🙂 ) eventually she has forwarded the request to the credits dept.
They have asked me to report the buyer to eBay, before he comes up with something big.
