I'm wondering what is up with PayPal. I've always been able to make a partial refund when stated shipping through eBay has been way off. This time for some reason PayPal won't let me do a partial refund. It is all or nothing.
The message that pops up is:
Note: You can only issue a full refund for this transaction. Please enter the full refund amount below.
There is no place to enter anything. The full amount is already there and it is grayed out.
Is this a glitch?

It may happen if the buyer has used a promo coupon or PayPal Credit when making the payment, I've heard in these cases you can only make a full refund.
Only option is to refund via Send Money.
Is it a US Buyer? There are a lot of people using the Microsoft Live discounts at the moment.

Thanks for your reply. It is a US buyer. And, she is a repeat buyer from over the past 8 years.
I'm not sure how she paid, but I did e-mail her and tell her that she has a credit towards her next shipping. She e-mailed me back and said that was perfectly fine.
I've not heard of the Microsoft Live Discounts. I must not have received any!

A US Buyer paid me twice today, one for a single item and another payment for a larger group of items.
I went to refund part of it on the larger payment and it said it was only able to do a full refund. So when I went to the smaller one, I could issue a partial.
It's very strange, i've never had this happen before.
I might contact them the next time it happens.

Kinda nut's because the reason the buyer opened the dispute was because she claimed she never received her item
so we agreed that i will ship her another item, all fine and dandy till i go and try to use the SHIP ANOTHER? Button at Paypal to print a new Shipping Label.
I emailed paypal and got a stupid formal reply & took like 5 days or so lol
who ever made up that change at paypal is not to bright
and needs there head examined

This time I have to "send payment" instead of issue "partial refund". In that way PP is charging double fees...

More than likely your buyer also used a coupon of some kind. You have a stated return policy -- STICK TO IT!
Just refund with a new payment back to your buyer. They will have to pay the fees but there's nothing you can do about it.
