Paypal - Can only issue a full refund?

For the first time, whilst trying to issue a partial refund, I received a message that I could only issue a FULL refund for this transaction.

The payment looked like all others and was not an e-cheque.

Does anyone know why this is happening?

That's strange. What are the circumstances? Is it for a claim of somesort? Are you perhaps misinterpreting something?

When I go to issue a refund it automatically inputs the full transaction amount. I then change the figure to the amount of the refund, write a little note as to why and then submit.

Is that what you're seeing or is it something else?

Oh, I know how to do partial refunds. I do 2 or 3 every day for the buyers who don't grasp the concept of combined shipping.

Same in this case case. Bought a store item. Paid. Repeat the process.

There is no field in which to adjust and a message that only a full refund is possible.

Guess I'll call Paypal.

We ran into something similar a few weeks ago.
We tried to issue a partial refund for the overpayment of shipping, and were faced with an "ALL OR NOTHING" proposition.

We believe it has to do with the fact that the buyer has used some type of promotional offer.

It was nothing more than a $3 overpayment, and was unrelated to any claim, or other issue. The buyer simply multiplied FOUR items- at a buck each, not realizing that we provide COMBINED shipping for US$1.oo.

OK, spoke with a PP rep who said that they are aware of the problem but, unfortunately, it was intermittent.

They are working on it!

Now, where did we hear something like that before?:^O

And here is the answer:

The issue you were experiencing was intentional.

The message you received when attempting to issue a partial refund is typically displayed when a buyer has funded their payments via a coupon or gift certificate.

Payments funded with coupons and the like, or multiple item payments which are subject to buyer dispute, don't let you do partial refunds through the online system. It's a bit annoying, you have to phone them or have a human being intervene in the dispute review process. I just use "send money" + 2.9% for the fees they eat at their end, to refund them in such instances (assuming it's something that's my fault).
