Paypal E-cheque delayed clearance issues

On July 15, 2014 I bought an item and paid using an E-cheque format payment.  Paypal took the money out of my account on July 15,2014.  As of today July 28, 2014 the seller has NOT received this payment, nor does it show as 'completed' on my Paypal  account statement.

 

My efforts to date to rectify this:

 

1.  Several emails to Paypal explaining the situation and requesting their assistance.  These elicited only 'canned responses' from Paypal telling me to do things I had already done.

 

2. Phone call # 1   "Andrew 78174"  assured me he would have management Trace the payment and get back to me.  No return call or email.

 

3. Phone call # 2 "Elijah 40542" assured me that the E-cheque would clear by the end of the day.  It didn't

 

4.  Phone call #3 "Nick 43264" assured me it would clear by theend of the day and that he was personally monitoring it and that I would get a call from him if the E-cheque hadn't been passed on to the seller.

 

5. Phone call #4. "Bon Supervisor 78628" advises she will send a request to have the payment expedited but that it will take 24-72 hours for this to happen.

 

So I'd have to estimate that I have spent 6-8 hours in total trying to resolve a problem that is obviously Paypals and I have only limited belief that it will be resolved even after speaking too a Supervisor.

 

Anyone got any sugesstions o how to proceed from here , after the 72 hours elapse I mean, cause I'm exhausted.  I have Parkinsons and have trouble on the phone and key board at the best of time.  All I wanted to do was pay for a  toy train.  Siiiiigh.

Paypal E-cheque delayed clearance issues

The last echeque that I received from a Canadian took 11 days to clear. The average is about 9-12 days and you are just a day past that now so there is a good chance that it will clear in the next day or two.The money is always immediately removed from the buyer's account but for some reason, Canadian echeques always take a long time to clear...perhaps because it has to go through the U.S. system and then the Canadian one.

 

When you made the payment, you should have received an email from Paypal giving an estimated date that it would clear.  Have you checked to see what that date is?

The estimated clearing date shown on my Paypal account was July 22, 2014.  This particular issue has resolved but my question remains, "What do they do with  our money during the (in this case 12 days) time period between their taking it from my bank and finally clearing it to the seller?"  Seems to me a massive free loan program is being run with us being the unwilling financiers.  They have our money interest free for twelve days, then we have to fight to get it sent where we want it to go.

Paypal does not collect any interest.

Much of the clearance time is between the Canadian and American banking systems, even if your customer is in Canada.

 

The estimated clearing date

 

Estimated means their optimistic guess. Don't believe it. If it happens, good.

I am confused.

 

The original post read: "As of today July 28, 2014 the seller has NOT received this payment,"

 

A few hours later, you post: "This particular issue has resolved"

 

So, my question to you is: When did the seller actually receive the money?  What date is actually shown in your PayPal account for the clearance of the echeck? Was the problem already solved by the time you posted?
