Sort of. If you go into Advanced Search you can filter your items to eliminate the offerings of specific sellers that you list. But you had to do it every time you search. You can save that search, however, and look for new items that way. That's the only way I can think it's possible, there's no account-wide Seller Block that you can apply. Unfortunately.
