First time I'm experiencing the returning item because of the buyer's mistake. The buyer payed the return postage and I should make a an item price refund for for this buyer after I receive my item back. Now I'm thinking if I just do a partly refund (with out shipping) than I can not request a final value fee credit (the item price $ 69.99)from eBay. what is the best way to finish this transaction with the buyer satisfaction and my own as well.

What does your contact with the buyer indicate to you? Some people are always more reasonable than others, - buyers and sellers alike. If you have had pleasant exchange with the buyer and that person demonstrates a concern for your efforts, then you can explain that you will be refunding only the item price. If the buyer made a mistake, that is the sensible thing to do.
If, however, the buyer is one of those 'impossible' types, you may have to make a decision. A buyer can return an item - with Delivery Confirmation, file a claim and say the item was not as described. It's not that hard to find something "wrong" with anything. If the buyer returned the item without Delivery Confirmation, that buyer would not win a claim. Either way, you don't refund anything until you have your item back.
So if you are truly concerned with buyer satisfaction, I'd say your email exchange with that person will be the best place to start. However irritating all this is to you, keep it sweet because the buyer can leave feedback and you don't want a negative. As you are aware, accutely unsatisfied buyers don't often leave greens. 🙂

You need the buyer's cooperation to get your fees back as buyer can deny a cancel to block. If it were me , i would refund the full payment and nicely request the buyer's help in recovery of fees..

Yes , do the cancel after refund giving buyer a heads up. I doubt will be any problem.

Technically, you do not have to refund the shipping in order to get complete the Mutual Cancellation.
Mutual Cancellations are based on an agreement between the buyer and the seller. She could be returning it and agreeing to no refund and that would still be fine.
However, refunding the shipping would sweeten the pot, and MC do allow both parties to leave feedback.

I did a very friendly conversation with this buyer and she sent the item back immediately with the tracking included (Canadian buyer) but only for money back because I don't have the other item she wants. I'm going to do this refund as soon as I receive my item back. My only problem is I can not request a final value fee credit so I have an idea to refund a 100% shipping included and than request to cancel this transaction. I also will inform her about that and I believe she will do it.
Do you think that's the right way to deal with this issue?
