Restricted from bidding on items in USA????

Hi, need some help here please. In the past couple of days I have bid on items from the US. Twice now I have received this message;

"We are sorry but the item you selected may not be purchased due to Seller shipping restrictions, country specific import/export or other relevant restrictions." The first time I chalked it up to the seller's error. The second time I contacted the seller, as he clearly indicated the use of GSP as well as Canadian shipping costs. The second seller responded by saying;  

 

 

 This is a very recent phenomena for me, has anyone else run into this? I really want the item the second seller has.

Some sellers are been enrolled in the GSP without their knowledge. This was actually a default for new sellers when the program was introduced a couple of years ago. It is a measure of how little bidding US sellers get from out of the country, that this is the first time the seller was aware that he was in the Program. (If that's the case. We don't know what he told you. )

 

You could ask him, if he is willing to ship to Canada , to set up a listing for you, with the agreed price and USPS shipping (NO GSP) and using your name as the title, for privacy. He may say yes or no.

The thing is that the seller is completely willing to sell to Canada, in the shipping details there is a clear amount shown for shipping to Canada. Basically the seller said that this has happened before and that eBay told him to have the buyer contact them? I don't understand at all, as Canada is not restricted from bidding, the GSP shows a clear amount for shipping to Canada, and I am not restricted by the buyer, so why the restrictions by eBay?  As I said this occurred to me once before, same situation, same response from the system. It seems to be systemic vs. anything the sellers are doing??
