I sold an item to buyer A in China, with 16 good feedbacks. No payment and an unpaid item case opened for 30 days. No payments.
Re listed the item, and sold it to buyer B in China with 245 good feedbacks. It was the same person and address as buyer A, and again
no payments. Reported it to Ebay. Re listed the item again, and sold it to buyer C in China, with 11 good feedbacks. Received a payment and an Email with address change, and the new address was the same as buyer A and B. Contacted Ebay with my suspicion about foul play, but there advice was to send the item, because otherwise the buyer could open a case against me. What
is going on here? Do anybody have similar experiences.

Suggestion: stop selling to buyers from China.

When I have a problem with non-payment, the buyer goes on my Blocked list. Then, if they use another ID to buy, I can report them as an unwelcome bidder.
I wouldn't send the item - I think this guy is going to be even more problems if he has possession of your item.

Report him to eBay with all those ID usernames! I did reported 6 buyers with more than 3 names each and they are now no longer registered on eBay since last year and one of them popped up and I immediately called eBay and right away they supsended him.
eBay waits for "action" from us, otherwise those buyers will continue to cause grief for many sellers if we don't report them to eBay.

Do not allow UIDs to drag on. Open them within four days (two is apparently now allowed) and close them as soon as possible.
Block bidders with UID strikes.
Block bidders who do not have active Paypal accounts, even if you have other methods of payment allowed.
