Hi all!
How/Where can I report a seller that refuses to sell because he dislikes the final price I won his item(s)?!

Did the seller actually tell you he is not selling to you for this reason, -- or is it merely your supposition?
Annoying as it is, what you describe is not an uncommon occurrence, although more often the buyer is told a lie that the item broke, was sold locally, or the more evasive 'no longer available'. It won't do you any good, but you can try this:

When you leave feedback you will also be asked to leave Detailed Seller Ratings.
The normal transaction gets Five Stars, because eBay penalizes sellers whose DSRs drop below 4.3.
The lowest mark is ONE. Leaving no stars is a free pass for the seller.

I won...8 of his auctions, asked for a revised invoice combining shipping as per his own statement on his auctions but no reply so far! I don't think he can invoke such ridiculous excuses for...8 items!!!
On the other hand, please have a look at an older negative he received a few months ago obviously for the same reason: "...Don't bother... He won't ship your item if he does not like the winning price!...".
It seems this seller is doing it oftenly.
He is dishonest.
My question still stands: can I report him to eBay and where?
Can eBay take an action against him?

I am having the same problem.
I have bid on item that I want, and every time within the last hour of auction the seller cancles my bid because the item is no longer available.
This has happed 3 times.

Well, 'gorgon', my answer still stands: if you do not wish to use the link I provided to send ebay a note, you can give them a call, -- find the Customer Service link in the upper right corner.
Your situation is not so unusual, as 'gocanucks' has just demonstrated. Anyone who does much bidding at all has had that happen at least a few times. I blame ebay for encouraging low-opener auctions rather than urging sellers to start with an amount they would be willing to accept.
You say your seller is dishonest, -- if he comes right out and tells you he is simply not selling at that price, I would consider that very honest indeed. But you haven't said he told you this, and hence I assume it to be your personal supposition based on an earlier feedback, - a feedback which is in itself not proof of anything, merely another disgruntled buyer's statement.
Near as I can see, your only complaint is that the seller is not at the ready to snap off a combined invoice to you. The crux of your argument, as you have presented it, is based on someone else's erstwhile opinion.
Will ebay take action against him? No. If ebay booted a seller everytime someone didn't get their own way or like the outcome, there would be no sellers left. In my opinion the very best thing you can do, - "Leave appropriate feedback". Should you choose to whip yourself into a frenzy about these sorts of things, the only person who is going to feel the sting of that irritation is you.
You've only got a certain amount of time on this planet, - spend it in whatever frame of mind you like. 🙂
