Did you buy something from ebay or was it from another site

and they said they would ship it through ebay.

There is nothing showing that you bought anything from ebay

If you did buy something on ebay and it got shipped through the global shipping program and you haven't received it yet, you have to file an item not received claim. But that has to be done within 45 days of purchasing the item. If you have waited too long, you can try phoning ebay and ask to talk to someone in the GSP department.

You are supposed to get passed on to PayPal that is where you open the "Item Not Received Dispute"

Paypal handles the money-- that is why you are being sent to them.
