No one knows for sure but it may have something to do with this:

recently posted on the US Powerseller board, a reply to a Seller inquiry.
Hello,
My name is Mario, and I want to thank you for taking the time to write to eBay. I will be happy to assist you with your concern about your restrictions.
eBay is committed to reducing fraud and negative buying experiences on the site, and the sale of counterfeits on eBay is wrong, violates our business ethics, and results in negative buying experiences. Trust is the fuel that powers trade on our site. Counterfeits erode the trust
that is so essential to eBay and hurts all of us.
As a result of this mandate, eBay has restricted the areas that sellers can list items into 'trade corridors'. Cross-border trade for certain types of items that are often subject to counterfeiting will be restricted as follows:
" Sellers registered in the U.S., Germany and the United Kingdom may ship these items worldwide, except to Hong Kong and China. (Note, US sellers will be able to offer shipping to Japan and Australia, but not to Asia.)
" Sellers in English-speaking markets of U.S., Australia, United Kingdom, and Canada will be able to list and ship these items freely across these sites.
" Sellers in Germany, Switzerland and Austria will be able to list and ship these items freely across these sites, with the exception that Austrian sellers won't be able to ship to Switzerland." Sellers in France and Belgium will be able to list and ship these items freely between these sites, with the exception that French sellers won't be able to ship to Belgium " Sellers in all other countries will only be able to list and ship these items domestically.
These new restrictions apply to all members, regardless of tenure and selling ability. They are not negotiable and we are not able to override them. I apologize for any inconvenience this may cause.
If you have any further questions or concerns, I will be happy to help. I appreciate your patience and understanding regarding this matter, and I wish you continued success on eBay.
Best wishes,
Mario S.
