The item I ordered is too small, the seller accepted a returnourner but it costs a fortune. Much more than the value of the item. Can i sell it.

You can ask the seller if you can use her pictures. She can refuse.
Make sure you take your own measurements. If this is a garment, the manufacturer's size is fairly useless.

Yes, of course. Ebay even makes it easy by offering it as a drop-down menu choice as part of your Purchase History.
Be honest in your description, and specific as possible in your postage quote and picture the item as well as you can.
