Why, when all our listings clearly state that we only ship to USA and Canada do we still receive bids and offers from buyers outside our communities?

Why?
For the same reason thousands of Canadians inquire from American sellers who state in their listings that they ship within the USA only.
No arm in asking, is there?
The option is to set your preferences to ban (exclude) all countries but Canada and the USA from your listings.

The inclusion of certain countries is not the exclusion of others. You have to physically block countries you do not ship to.
It does NOT say "ONLY" ships to. It says "ships to" and without exclusions it says to "contact the seller".

That's how it worked before, now I think inclusion of some means exclusion of the rest.
It may be rare, but when buyer switches the default shipping address between placing the bid and checking out. You can block, but bid will go through.
