I may sound very stupid for asking this question but I have about 20 items that I list for 1 day and they gets relisted after item ends. I have been doing this for about 7 months or so now but I have noticed my bill getting pretty high. I have basically spent $600 / month on 1 day listing fees for however long it's been going on.
Why did they start charging the $1?
How come my I was not advised about this? I have them as "relist once item ends".
I have been doing the 20 auctions for so long and it was $0.10 per listing or so but now its $1. That's ridiculous.
What should I do about the charges? Do you think eBay would help out a fellow seller or would they just say something like "you should have known"?

I know at times in the past they have refunded people who got caught by changes and called to complain about it. Like a few years back when thay started charging for subtitles that had been free for media and some got caught with large bills relisting. No idea if they'd help you out, especially when its been over months. It was announced prior to the last fee changes, when they reduced the free listings to 20 for non stores etc.
It started may 1 http://pages.ebay.ca/sellerinformation/news/springupdate2015/fees-and-features.html

The reasoning seems to be that one and three day listings are not very effective (considering that it can take 12 to 24 hours for a listing to 'index' and actually show up on the site) and that they have all too often been used by 'take the money and run' sellers.

It does not hurt you to ask eBay for an adjustment, you might luck out and get one. They may turn you down, but that will not make your situation any worse.
This was an announced change in the spring, and all sellers did get notice of changes and when they were going to start (reading eBay messages about changes is part of surviving as a seller).
In any case: Stop your one day listings and switch to 5 day (or longer) to avoid the $1 surcharge.
Note: as part of the changes, a 10 day listing no longer has a surcharge fee.
