I've been above standard for some time now, and I qualify for top rated seller status, but every time I am evaluated, I stay the same. After reading further into this, I saw that you need something like 95% of your packages to be tracked, but when shipping international from Canada, it can cost up to 80 dollars for some places to include tracking. Domestic shipping is always trackable (except lettermail) and I can ship tracked packet international, but only to certain countries, but about half my shipments go international untracked. How can Canadian sellers track their shipments, and how do they seem to get top rated status?

As a Canadian seller (on .ca) you can achieve TRS status, receive your 20% without downloading any tracking numbers but, the TRS logo will only show on .ca, not on .com. Frankly the 20% is worth way more than a schtinking badge. You do of course have to meet or exceed the other standards as well.

You need to some more reading on TRS.
Criteria are different on eBay.ca and eBay.com (where 90% tracking is required)
Determination whether a seller is eligible to TRS status and 20% rebate is made on the 20th of every month and posted on your Seller Dashboard.
