UPS will not deliver an item until I provide proof of purchase.
I had no choice but to return the item to sender.

I've had several purchases delivered by UPS,,never been asked for "proof of purchase",,,Been asked for ID a couple of times but that was for big ticket items,,,,

Is that the result of you disputing the amount they wanted to collect for taxes and brokerage fee?

Neither ID nor proof of purchase is difficult to demonstrate so I would have to concur.
Fortunately ebay doesn't mind when a seller deducts return postage costs from a buyer refund, in addition to the original shipping costs.

Apparently an over zealous employee in UPS brokerage wanted to confirm that the price shown was correct.
I told them to return the item to the sender since I had no invoice . They said they were going to return it
but someone in UPS must have a better attitude and the item was sent on to me.
So it all worked out in the end.
