WHY CANT I CONTACT EBAY OR PAYPAL FOR REFUND ???

The eBay website was down for a while yesterday.

I don;t know about the paypal website I never tried it.

Don't contact them, just file the INR or SNAD dispute.

I opened a dispute for an item not described and I get the message on eBay page saying that it is not under eBay's buyer protection!!  But this dispute is still open. 

I am puzzled as to why it is not under eBay's buyer protection.  Why did eBay include the message like "eBay's Buyer Protection" logo which I am seeing all the time but only to find out it is NOT!  What the heck is going on with eBay??  Anyone knew??

What item did you buy?  Not all items are covered in all circumstances. What is the listing number?
