It is possible that you are buying from a seller that doesn't accept anything other than currency of his own country. Is it USD? Or perhaps they do not ship at all to your location. Does the listing say? 

Contact the seller and tell them you're trying to pay but running into a roadblock. Cite the error message you are receiving, and ask them if they could clarify what this means.

PayPal staff does not read these forums, just eBay buyers and sellers.

When was your last successful paypal payment?

Too much time can have your paypal account restricted.

Oh good point. Like if the buyer had linked a credit card to fund his paypal payments originally and that credit card has since expired.....
