What exactly does may not ship to Canada mean?

Among other curious oddities in this site I see a lot of 'may not ship to Canada'! What's that all about? You either do or don't, right? This afternoon I tried to contact a seller in Germany who is offering a cd I'd like to bid on so I thought I'd ask for an exemption since this is what I saw . But my contact was blocked! Who buy? The seller?

It means the seller has not specified that he will only ship to the USA (or sometimes his own country, but the US is worst )but was either too lazy or couldn't figure out how to block other countries.

If you see it, don't bother the seller, he doesn't give a coprolite.
