because of extra import fee (Global Service Program)? I already negotiate with seller, but he/she refuse to cancel the transaction, and also open the unpaid case. Should I have to pay?

Unless advised , US sellers are unaware of the impact of GSP on canadian buyers. Ebay is still not providing this cost on listings so an informed decision can be made.
Any US listing that says..import charges.. to be provided at checkout , seller is using GSP. Actual cost can be viewed by searching listing on .com.
Keep in mind that you may have been charged fees on delivery if the item is over $20.
Pay or not.. can tell you that if 2 unpaid strikes are assigned by ebay , buying is almost impossible for 12 months as most sellers have blocked.

You mean buyer can identify the seller who use GSP on .com website? I really suggest that .ca should add this function so that Canadian buyer can choose the correct sellers.

I disagree with your point. If seller use USPS, the charge won't be charged in 90% case. Why Canadian buyers have to pay the extra for no reason. Second, why eBay charge me extra $26.45? why not $27.45 or 25.45. Where these figures from? What is percentage? That is really ridiculous. Third, why the import charge or GSP did not show on the bid or payment page? Only show out when I check out?

You can identify the sellers who use this on .ca by the following
Import charges: To be provided at checkout
To find out what the approximate charges are you have to enter the item number on .com
.ca is supposed to have this implimated sson.
