Do you mean Best Offer?
Your customer can make up to five Offers on a listing.
You don't have to accept any of them.
You can counter-offer .
Offers are not supposed to include changes to Shipping, but be careful to say so in your counter-offer.
eBay has only recently allowed Offers on lisitings where the Seller did not specifically note them.
Some sellers will be shocked to receive an Offer, for that reason.
And welcome to eBay Canada!

An underbidder is the person who sets the winning bid, by bidding one increment under the highest bid.
So if on an item with an opening bid of $10,you bid a maximum of $100,
You will show as the high bidder at $10 (the opening bid)until
I bid $95.
Then the bid jumps to $96, one increment over my underbid.
You win at $96, not at your maximum bid.
I think you paid too much, sneer and move on.
Shipping is inaddition to the $96, btw.
If you, the winning bidder, contact the Seller and let her know that you have to cancel the sale, she can then come to me and make a Second Chance Offer at my $95 bid.
