What's an "EBAY COLLECTIVE DEALER" ? Anybody know? Is it like a consignment seller or is it just someone who sells collectibles? And why the special badge?

I was wondering how they got that. I don't want it but was wondering what it takes for others to be "invited" to be a "Collective Dealer" especially if it seems they are said to be "the cream of the crop" I imagine everyone would want that badge.

We were looking over the silver set today and there are a few pieces missing so I checked to see what it would cost to add a couple spoons & forks. That's how I saw it. I certainly didn't go looking for it.
