What to do in this scenario?

I had a listing up for an iphone 4, a guy who has 100% positive feedback bought it now, and told me that he was happy to have won the auction and that he is currently in Manilla and wants me to email him with the items ID number. So I do, and I am talking to him, he says that he is buying the item for his friend who is in Lagos Nigeria, and that he has sent the payment. He says that once I put the tracking information on paypal (what, I dont even know how) that the payment will go through, I check my payments and their is nothing, nothing on hold or awaiting payment, nothing. So I tell him that I will not send it until he pays me. He keeps going on like this, and I am positive that he faked an e-mail from the ebay "safe harbor" department. So I called ebay and explained everything and they said that they will help me relist.

 

So now I have relisted the item, and before I closed everything off yesterday I sent the guy a message on ebay asking what had happened and wether or not his account was hacked. He stopped answering my emails on gmail after I told him that this new policy he was telling me about was bs but this morning he messaged me back on ebay saying that it is him and that he did pay for the item. I am sure though that it is still the scammer in  this guys account. 

 

How should I go about telling ebay that this guy's account is still hacked, it is not the guy himself who is being fraudlent but a hacker, is there a report option for this?
