When relisting one item there is no insertion fee but when relisting in batch (2 or more) I am charged insertion fees for each item. Why?

Currently, insertion is free till Dec 16 but when I try to relist more than one item at a time, I am charged this fee for each. Individual relistings are NOT charged an insertion fee.
