Why USPS does not like shipping liquids

Got this back today. I suspect some idiot was shipping ink or toner and did not pack properly, it leaked out and destroyed parcels around it. Came nicely in plastic bag with packing slip (or whatever left of it) but without content ...

The guy could be in trouble for that - toner is technically a hazardous item and can't be shipped.

That looks like ink, not toner. Toner is a powder and would not seep thru paper envelopes like that.

If it was a toner cartridge, the seller should have sealed the cartridge in a poly bag and shipped it in a sturdy box like I do, NEVER an envelope. If it was a refill it yourself kit with toner in a bottle, same thing.

Even ink cartridges should be in a box. Items get tossed around a lot in the mail and an envelope alone is never enough protection.
