I've had this issue now with several US sellers. The BIN item lists an exact shipping amount to Canada, but on the Checkout page when I enter my address i get the message "This seller didn't include shipping costs to your location. Please contact the seller or change your address."
Customer service's answer is to contact the seller and request an invoice, which is fine when there are multiple items available, but I don't want to miss out if only a single item is available while I'm waiting to hear back from a seller.
Anyone else seeing this? Any solution?

OK, it's definitely a bug. I have two residences, one in Michigan and one in BC. If my primary shipping address is the Michigan one, and at ebay checkout try to switch to the Canadian one, it won't let me. If I go into my account and change the primary shipping address to BC, the checkout page works as it's supposed to.
PITA. Is there a way to bring this bug to their attention?

The Canadian and USPS postal rates on packages don't exactly match up and this can cause this problem.
Are you using metric measurements for your Calculated Shipping? Canada Post went metric in 1974 and rates change on the gram and centimetre. If you use Imperial measures, that could be the problem.
Go to the Canada Post site and make sure the metric measurements you are entering actually match the requirements. In some cases you may have to massage the actual measurements to be a tad bigger to meet the requirements for the service.

Oops. I didn't notice you were the buyer.
Can you enter the exact shipping cost on the invoice?
If you can, DO NOT HIT RECALCULATE!!
