I assume you are the bidder. Go to site map, at the bottom of all ebay pages. Go to "Buyer resources" on the lower left side, there you will find "Bid retraction", follow the prompts.

I think a Best Offer is binding for 48 hours. If you have made an offer, and have not heard back from the seller, you could send a message through "Ask a Question" at the bottom of the listing. You could ask the seller to let the offer expire, or if your offer has been accepted, you could ask for a mutual cancellation. The seller does not have to agree to your requests.
You have a few chances to change your mind before submitting a Best Offer. It's best to be sure BEFORE you make any offer. You could end up buying something you no longer want, and/or find an Unpaid Item case opened against you, and restrictions placed on your buying account.
