best way to indicate that shipping changes based on location?

I am located in Toronto and I found a package forwarding service to the States which has helped me send small items by first class mail.
I want to start selling larger items but after looking into the service, the cost will change based on the destination zone, so for example sending something (of a certain weight/size category) to Buffalo costs about $6 but to Los Angeles is $14.
I would like to offer low shipping to attract buyers but I feel like telling users to contact about shipping will just turn off people because it's just another delay for them.
What is a good alternative practice? charge the average between the high and low zone price or just the highest level every time?

List on dotCOM and use USPS based Calculated Shipping.
Choosing the location for your goods will be tricky, but be honest about shipping from Toronto.

Hmmm-- you might consider having almost identical listings on dot COM (shipping only to the USA) and on dot CA (shipping to Canada and overseas) since with the latter you would be using Canada Post.
