i bid on an item, the seller wont contact me, and wanting toi know if i can resign from a bid

Yes, there are limited reasons and the retraction will show on your feedback page.

You are supposed to contact the seller first and if they do not respond, don't bid.

Non paying buyers deserve unpaid item strikes.

If the listing ends with you as the winning bidder, you can no longer retract your bid and are obligated to pay for the item. If you don't want the item, you can ask the seller if he will offer you a mutual cancelation request. Bear in mind that the seller is not obligated to do this and can choose to open an unpaid item dispute against you instead. If a dispute is opened against you, you have 4 days to pay. If you still don't pay, the seller can close the dispute after 4 days and give you an unpaid item strike. If you get 2 or more strikes in any 12 month period you will end up on the blocked bidder lists of most eBay sellers and will find it very difficult o buy anything until the strikes expire after 12 months. My advice is to not even think about bidding or using buy it now unless you are fully prepared to follow through with payment for the items you win or buy.

If the auction is still ongoing, you can retract your own bid.  There are certain times and reasons where this is permitted, and the following link will explain ebay's position on it.  You should take a look:

Otherwise, if you have won an auction (or bought an item) the only way to wriggle out of it is to have the seller send you a Request for Cancellation.  That is hard to do if he won't respond to your messages. 

That means you could end up with the Unpaid Item case, and with 2 of those in a year it will be very difficult to shop on ebay.  Sellers block nonpayers.  You might like to see the following link to tell you the seriousness of all that:
