Well I did upgrade my PayPal account like you suggested to a PREMIER account, yet it still give me no further access... I'm simply stuck there unable to proceed any further... something is wrong here or too complicated to proceed with selling one item...
Please tell me what exactly they want from me... since I am a registered PayPal Premier account member...
