Prior to purchasing the ring from that seller in China it would have been preferable to check the hundreds of neutral and negative feedback received. You most likely would have decided to hit the "back button" and not proceed.
It is now too late to file a claim with eBay and/or PayPal as too much time has elapsed (policies are changing and buyers will be allowed more time in the future).
If you paid with your credit card through PayPal, call your credit card issuer (toll free number on your monthly statement) and file a "chargeback". It is a bit late for that (more than three months since your payment) but you may receive a refund considering the seller is overseas.
Should you ever encounter a similar problem (on eBay or elsewhere online) do not wait that long to file a claim.
Good Luck.

How much did you pay. We had a look at the stuff they sell. Mostly worthless costume jewelry that will turn your finger green or infect your earlobe off. This stuff is not selling for much.
"I. Don't think I'll use. Ebay again."
Isn't that a bit harsh for a $7 item from a potentially shifty china seller. Maybe they made a mistake and you got lost in the shuffle and they know you can't do anything about it. For the most part this is not the typical ebay experience. A little feedback research is needed before ANY ebay purchase. Did you leave appropriate feedback reflecting your experience?
When we need something that can only be acquired from china/hong kong we are very careful in shopping around and checking out sellers feedback. Rule #1 with a high volume seller like this is under 99% feedback be skeptical.
In the future never let them string you along for that long. They either refund or you open an item not as described/not received case whichever is appropriate before it is too late.
