eBay bucks for Canadians

If they plan on  bringing eBay bucks back to Canada, I strongly feel that there should be retro active "pay" for all Canadians upon its cancellation. I strongly feel that we deserve a fact based answer on how this issue is going to be resolved. 

Why is it that only the states get to keep eBay bucks?

What do other people think on this issue?

Glad they dumped it, rather then take away better options Canadians have.  Dealguild pays out more on most listings all the time.  Ebates pays out at least 1% all the time..  Airmiles pays out (in points) less on the regualr deal but recurring promos for way way more in value then ebay bucks.  Americans dont have affiliate sites that pay for ebay purchases anymore.  Twice in the last year, for Canadains only, paypal has had a sign up to get 5% back on paypal purchases for up to 6 weeks
