I saw this posted in the USA forums
http://pages.ebay.com/specialoffers/tutorial.html
Apparently it is by invitation only and has been around for a few months.
Here is the eBay.com forum topic discussing it.

eBay is working very hard to force sellers to use their shipping cart and require immediate payment:
I really miss the "good old days" when buyers would purchase your products on eBay because:
1) they wanted it (clean images, good description)
2) they trusted you (good feedback, "about me" page)
3) they liked your price and terms (competitive)
4) they liked your guarantee and/or return policy
5) they liked your shipping charge (competitive)
It was so easy then......

I agree, Pierre.
I don't know why something like this would have to have IPR in any case.
But it sounds good.

I received the invitation. The part saying I'm able to advertise the "Spend over X and get free shipping" at the top of my listings seems great. However, I don't think it's a good idea to force the shopping cart on buyers/sellers. 😞

This must be valid on .com only since there is no shopping cart on .ca.

Someone with a few framed pieces of paper on the wall at eBay in San Jose has been trying very hard to justify the millions of dollars invested in their shopping cart function. The reality is that many (most ?) shoppers abandon their cart or part of it - without completing their purchases or paying for them. This is not unique to eBay. The cart abandonment is widespread on the Internet.
Hopefully, someone with more brain and experience will eventually prevail and convince senior management to get rid of the shopping cart and let buyers buy and commit to buy as soon as they hit the "Buy" button. While a "shopping cart" concept may work for individual retailers and individual website, history has clearly shown it does not work on eBay where products are offered by millions of different sellers.
