Have you opened a formal case in the Resolution Centre? If the seller is ignoring you, refunds are issued automatically.
Have you checked the balance of your paypal account? If so, what does it say?
Was the item paid by credit card? If so, you need to check the transaction history on the card to see if it was refunded directly.
