Same reason that people vote for politicians who promise to lower taxes, even though they know that taxes pay for roads, hospitals, old age pensions, food inspection, libraries and a myriad of other services they do not want to live without.
The cost of shipping (and the dispersal of taxes) is out of their control. It may be necessary and provabley valid, but they hate paying.
The best way to deal with the whole problem is to use Free Shipping, which is not free, obviously, but means that the seller has included the cost of shipping in the price of the item.
Which is the best deal:
A $5 item with $10 shipping
A $10 item with $5 shipping
A $15 item with Free Shipping?
Each will appeal to a different customer. But which transaction will be dinged for "gouging " on shipping? Which will sell fastest? Which gives the seller the lowest fees and the highest DSRs?
