I bought an item and paid - later the buyer asked for extra postage. I refused to pay any extra they cancelled the transaction and refunded. I still want the item but not at the higher postage.

You mean the "seller" asked for extra postage. The seller cannot cancel the transaction without your agreement. A refund is not a cancellation of the transaction.
Can you provide an item number? Is the item in the US and perhaps has an import fee that you didn't realize?
If there were no additional postage stated in the listing, you should appropriate feedback Detailed Seller Rating stars indicating the seller asked for additional postage.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
