You're mistaken about eBay's policies.
You have the option to block buyers without a PayPal account.

You just have to set your Seller Preferences to block bidders without Paypal accounts and you will never see their bids.
New members have been some of my most enthusiatic buyers over the years.
However, even if your bidders had paid, you would not have had their payments for 21 days, since eBay has a 21 Day Hold on payments made to new sellers (you have not sold since 2011 and only rarely before that) sellers in high value/ high fraud categories (like electronics) and sellers with poor selling practices (your only sale in 2013 resulted in a neg FB because you did not ship after being paid) . So you're pretty well 100% Fail on that.
For what it's worth, if you ever do manage to have another sale, you can print your shipping label from Paypal after the payment is made, even while it is being Held. You have seven days to do this before losing your Seller Protection. As a minor bonus, many Canada Post services purchased through PP have a 5%to18% discount from PO counter prices.

By the way, your shipping as it is set up, allows shipping to, among other destinations, Belgium. For $25. And, no, you can't refuse that sale.
Either revise your listing before you get an Italian bidder (they have a terrible postal system, although the buyers are fine) or some other European or Australian, or take down the listing and redo it, spending some time understanding the shipping services you are and are not offering.

Take a look at one of this persons completed listings angus....where they state they're willing to lie on a customs form and list something as a gift.

toronto gazette will be a little could feet since they have ebay having full pages in there gazette but who knows
What's the Toronto Gazette? Some sort of Pennysaver ? Still it is nice to know that eBay is advertising somewhere, they certainly don't on television or any newspaper distributed in Ottawa.

I am a buyer myself and at times. I do want to know who I am bidding against. I get that you cannot win every item that are being posted. It is nice to have new customers to bid. However, E Bay and sellers need to watch for things like no positive feedback, no Paypal account. I saw some bidders that purposely inflate the item' bid so they can increase the amount. E Bay need to tighten the rules so people like that don't go and ruin it for everyone else who really want the item in question. I have been on E Bay for 4 years and lately, there are a lot of so call last sec bidders who are just shady.

I don't want you to know that you are bidding against me. Nor do I want you to check who I am bidding with, because you know I have a good eye for that kind of widget and will follow my bids just to bid against me. Nor do I want you to email me after I've lost an auction and offer a similar item. I prefer my bids to be private. Especially when I am buying latex undies.
Are you talking about "shill bidding" where the seller or a friend bids on an auction to raise the bids, then retracts so that he will not win?
This does happen although it is rare. It is also Reportable. EBay will only give you a polite thank you note, but they do take these charges seriously.
As a seller I welcome new bidders. Because I get very honest customers in this category, I am willing to wait a day or so while they get their PP set up. Communication is important in this.
