Are auction listing fees a flat rate as in no difference no matter what price you list it at ?

That is correct.
Flat FVF, regardless of starting price or closing price.

Thanks vintagenorth, I have changed mine now, the whole process was very confusing. I got an email now to say that I have subscribed to Selling Manager pro, I had no idea I had done that, I had to cancel it, I am quite happy with the old Selling Manager, and it's free!

Triber, when I signed up it said: You don't meet the requirements for Sales Reports Plus. You are not a registered user on this site! No idea what that was all about.
That was after I had signed up for my yearly subscription! I didn't get anything about Selling Mgr. Pro though. Yes, very confusing!

Selling Manager Pro costs 15.99 a month by subscription. It is free with a Premium store.
It is the same a basic Selling Manager (free subscription) but has inventory and allows the saving of your listings on eBay, Listing Designer templates is free and has more automation tools.
Triber could have kept it. SM Pro is the same as SM but with a few more features. No need to drop SM Pro.

I don't understand that poco. I got an email saying

Then other email saying:
Welcome to eBay Selling Manager Pro. You're now on your way to saving valuable time by managing your eBay sales more efficiently.
We're working on setting up your Selling Manager Pro account for you to start using. Give us a couple of hours to complete this. While you're waiting, you can start exploring Selling Manager Pro by going to My eBay and clicking "Selling Manager Pro".
If you're a first-time subscriber, your first 30 days will be free
I assumed that getting the first 30 days free would mean that I had to pay each month after that.

Got the same email Triber.
Also wondering what happens after thirty days.

I changed over to a yearly subscription account this morning. It took a little digging to figure out the advantages as Ebays promotions got in the way. Time will tell what I misinterpreted or missed reading.
