An ebay members sent me 12 screens and only one was working. I asked for a refund ans he said that after checking with ebay I need to send him back the screens and once he has them, he will refund me.
My question is, for a refund do I have to send him back the screens first ?

In order to have a refund you need to send it back first, unless you have an agreement with seller otherwise.

The seller can ask for a full return for a full refund, but the buyer and seller can come to other arrangements if they wish.
For example , an item that arrives completely smashed may be refunded when the buyer sends the seller a picture of the remnants and the packaging.
It is not necessary to open a Paypal dispute, but do not let your problem go over 40 days without opening one, just to protect your interests.
Paypal will insist that the purchase be returned on your dime if they are going to refund you, AND you will be required to show proof of delivery. Not shipping, delivery. This is expensive.
