None of those numbers matches the Franklin Covey set you appear to have bought, not that it matters. What does matter is if the estimated delivery date you were provided for your items to arrived has come and gone.
You have 30 days after the LAST estimated date to file a claim for an Item Not Received using eBay's RESOLUTION CENTER at the bottom of this page. It should look like this

That really only works if you bought with a PayPal account. If you paid with a credit card as a Guest and your items have not arrived by the last estimated date you will have to call your card company's Customer Service number and tell them that you bought things you never received. They will tell you what they need to know and how to proceed.
The tracking thing doesn't really matter either. It can be really handy and if you are new to online buying it lets you know at least that the item is on its way but it is usually only for more expensive items. If you bought cheap from China with "free shipping" it will never have a real tracking number. Instead you are issued an accounting number when the mailing label is printed but it does mean the item is mailed. If it is coming from China it can take up to 2 or 3 months.
An item coming Expedited from Ontario will have a tracking number for sure, but if you paid on the 18th the earliest the seller could get that in the mail would be the 19th and Canada Post takes a long time, considering how expensive it is. You can contact the seller and ask for the tracking number.
If your items have not arrived and the last delivery date has come and gone, start with the RESOLUTION CENTER link and follow the steps provided by eBay.
