how do i ban a buyer

a buyer is using a different account to scam  ( same address and email)   (not too smart)  ,where do i go to ban his account

I'm assuming that this buyer's old I'd was already on your blocked bidder list. You can report the bidder for trying to circumvent you block by using another user ID. To do so, go here.
