how do i get my money back

i paid for the item i bought on eBay, yet eBay keeps asking me to pay for the same item over and over.  yet eBay is short sighted because being able to talk to the seller by phone would clear this issue up.     well i would like to have the payment returned to my master card, seeing that such an easy process has been screwed up and totally mishandled by the people at eBay.
