i bought 2 bell 6100 receiver from a buyer on ebay and the receiver can no longer be activated though bell and would like to get my money back how do in ge about this paid though paypal

Have you tried contacting the seller with your concerns, if no results then you need to file a SNAD (Significantly Not as Described) in the Resolution Centre on your MY ebay page.

Hello 'motorcycleangel',

Definitely contact the seller first, - it gives him time to respond.  He may ask for you to return the item, and if you do, you ought to send it with Delivery Confirmation.  Otherwise he can say it never arrived.

If the seller is no help you will need to open a Not as Described dispute.  You may be required to return the item - again, with a Delivery Confirmation number which you need to add to the claim. 

Once it is proved the seller received the item back, you will get a refund of item price + original shipping fee.  You do not get your return shipping costs back.  Of course, a decent seller would refund that if indeed the item was not working when he sent it, - but he will not be forced to refund your return costs.  Have a look at the following link, specifically Section 4 - it clearly and plainly explains the process:

The cheapest Delivery Confirmed service is Expedited. Buy your label through eBay and you get a discount from the PO counter price.

If the value is over $250 (including original postage) add Signature Confirmation.

If the seller were in the USA, you would need to use ExpressPost USA to get Signature Confirmation.

You have only 45 days to start a Dispute. Certainly contact the seller first, but mark your calendar.
