I bought an item listed as new from a seller on Ebay and paid for it using Paypal. It turned out to be a reconditioned item and seller will not exchange for new (he said he would but now won't). How do I get my money back from Paypal? I bought in good faith....how do I get treated in good faith?

As a buyer, you need to consider :
-Does the item works?
-Do you still plan to keep and use it ?
If your answers are "yes", then, you may consider to ask/negociate for a partial refund instead of sending it back and requesting a full refund.

Many sellers say that their sales are No Refund or No Returns. But if they take Paypal, they take returns and they make refunds.
You have up to 45 days from purchase to open an Item Not As Described claim.
Buyers are required by PP to return unwanted items with Delivery Confirmation. This can be expensive. The buyer will not be reimbursed this cost.
If your seller will negotiate on the refund, do so.
If not, and return postage with Delivery Confirmation is too expensive, you still have up to 60 days after purchase to leave appropriate feedback. The most effective feedback is calm and factual. "Sold as new, actually reconditioned. Refused refund." for example.
