Maybe it is time to review your methods of operations. Obviously there is a problem somewhere when five negative feedbacks have already been revised and a few more are on the book.

In Canada a 3x would fit about a Size 24. Your manufacturer has a 3X fitting a 14-16.
There would be about a hundred pound difference in those two women!
The measurements are way out for Canadian sizing too. Check a Sears catalogue for size norms. (Even there sizes vary from line to line.)
If you see the garments before shipping, you should be inspecting them for problems like boning and wiring that is sticking out. This is a safety hazard, since the stiffeners can scratch the wearer.
