I purchased items, which were late in arriving,seller issued refund, then items finally arrived, I asked seller for new invoice to pay< I don't think the seller understand.Is there a way for me to repay without invoice.
You have the email address and you know the seller has a Paypal account.
Use the Send Money tab. You don't need an invoice, but it will be helpful all round ifyou include the original transaction number or at least the listing title.
