i ordered and was billed for a quantity of 2 items. There was only 1 item in the envelope when it arrived and yet, the packing slip says x2. I notified the seller and have gotten no response back and it has been 2 days now. It's only a 8$ hygrometer. The seller has a good shipping rating. Any advice?

Go to Customer Support> Resolution Centre> Item Not Recieved and open a Dispute.
The first step is Contact Seller.
You have already tried to do that, so continue to Step Two.
