I don't know much about golf clubs, but one with components not made in the United States would be subject to 8% duty as well as any sales taxes owing.
A US$127.50 club would attract US$16.56 in HST and US$10.20 in duty if purchased by somebody in Ontario. Take the taxes and duty owing off the $33.00 import charges for Ontario and that would leave six bucks and change for Pitney Bowes. If you consider that an overcharge, so be it, but keep in mind that Canada Post would charge you almost ten Canadian bucks for collecting taxes/duties assessed by Canada Border Services.
