China has no Rule of Law.
Although most Chinese are as honest as anyone else in the world, there are in every culture outlaws and scammers.
In China, and many other countries, there is no regular enforcement of laws. If you 'know a guy' you can pretty well do what you want.
And I'm trying here not to say anything about construction projects in the Montreal area.
The Rule of Law is why you stop at red lights, even if you can see there is no other car for blocks. The Rule of Law is why you pay your taxes even when you know a super way to hide your income.
