Any advice for unhappy buyer? I ordered items from China. Seller has lots of sales and 99% positive feedback so I don't suspect he is dishonest. 45 days later items not received. Message sent. Response was "so sorry, I send again". I waited 45 more days. Items not received. Message sent. Response again was " so sorry, I send again" I answered "No thanks, refund please" Response from seller was "I tried to refund to your PayPal but account not able to receive money". PayPal customer support advised me to send PayPal invoice to seller that would allow refund to reach me. I did send invoice with request for refund but now the seller has stopped responding. What are my options. Any suggestions.

The "I will send replacement " is a fairly new scam out of Asia.
There is no reason to believe that an item will be sent nor that if one is that it will arrive any sooner. No item= request for refund and if none is given = Item Not Recieved claim.
Go to the credit card and ask for a chargeback. Do this immediately, because even cards have deadlines and 90 days is pushing it.

open a dispute in the Resolution centre, then Paypal will solve the issue.

You only have 45 days to file for item not received with Paypal or ebay. If you paid with a credit card, you may be able to make a claim to them.
